The City of Vancouver has a vacancy for a Computer Programmer/Analyst in the Information Technology Department, Business Planning & Services. Reporting to the GIS Manager, this position is a member of the City’s GIS Sustainment Team whose work has received attention world-wide. The position is responsible for the analysis, design, and implementation of VanMap-based applications and the support of the City’s GIS, VanMap and MapGuide infrastructure. Responsibilities will include some or all of the following: analysis of business requirements; proposing solutions to meet identified requirements; developing complex systems; creating and maintaining software, systems, and databases; system administration and quality control; systems documentation and reporting; security, data integrity, and implementation of VanMap and MapGuide applications; and providing technical assistance for the implementation and upgrading of software packages and databases including integration to other systems. Duties also include providing input to short and long run hardware requirements as well as long range technical planning relating to GIS; and training of both systems and user personnel. The incumbent may be required to prepare and deliver oral and written presentations; participate in reviews of the use and application of Information Technology standards and procedures; and liaise with other Information Technology staff to maintain consistency and continuity with the City's technology and information base and directions.

Qualifications:
Diploma in Computer Systems Technologies plus a minimum of 5 years of software development experience, or an equivalent combination of training and experience. A combination of strong technical and business skills is required as is experience in developing and maintaining computer systems and applications. Sound knowledge of and experience with at least two of the following technologies and a willingness to learn the others is required: GIS, Autodesk MapGuide, .NET and C# programming, integration of applications and databases across platforms, Oracle Spatial, web development tools, SQL Server, and structured techniques. Strong analytical and problem solving skills, excellent oral, written and presentation skills, and demonstrated excellence in providing customer service are highly desirable.

Salary Range:
Compensation for this position includes an annual salary range of $60,813 to $71,880 (based on an hourly rate of $33.30 to $39.36) plus an excellent benefit and vacation package as well as an earned-days-off system. This position falls under the jurisdiction of CUPE Local 15(VMECW).
